About Title II-A
Title II-A funds for professional development under Every Student Succeeds Act (ESSA) may be available for you to attend NCEA 2026. These funds may be used to pay for the “secular, non-ideological” sessions a participant attends. Funds may be used for registration, travel, lodging, etc. Requests must be made to the LEA that controls government funding for these programs. Registration fees can be paid directly to NCEA by the LEA. If using Title II-A funds, please have your LEA contact events@ncea.org for additional assistance. Permitting religious organizations and secular organizations alike to provide secular services to schools does not violate the Establishment Clause and absent specific language to the contrary (e.g., ESEA sections 1117(d)(2)(B), the Department generally considers faith-based organizations to be eligible to contract with grantees and sub grantees and to apply for and receive Department grants on the same basis as any other private organization. See 2 C.F.R. 3474.15(b)(1); 34 C.F.R. 72.52(a) (1). Of course, the Department will continue to implement all other provisions of ESEA, including the requirement that all equitable services be “secular, neutral and nonideological.” 20 U.S.C. 53(a)(2), 7881(a)(2).

NCEA 2026 Terms & Conditions
- Payment is due upon receipt of invoice. Send checks payable to NCEA, PO Box 220230, Chantilly, VA 20153-0230
- In order to ensure proper credit, please be sure to include the name of the attendee and/or order number in the memo of the check.
- Purchase Orders will be accepted until March 3, 2026. As of March 4, 2026, only checks or credit cards will be accepted.
- Fees associated with tickets to any special event must be paid in full prior to or upon arrival at NCEA 2026. If there is an outstanding balance for special event tickets, you may not be allowed to attend the special event.
- Schools will be responsible for all registration fees if payment is not made by the local educational agency (LEA) by June 30, 2026.
- Registration fees do not include meals or hotel accommodations.
- Please send cancellation requests to events@ncea.org. Individuals requesting a refund prior to or on January 12, 2026 will receive a full refund, requests made between January 13, 2026 and March 3, 2026 will receive a refund of 50% of the fees. Refunds will not be granted after March 4, 2026.
- Cancellation of convention registration does not constitute cancellation of a hotel room. Please be sure to handle both separately.
- No one under the age of 18 is permitted to attend NCEA 2026.
- Attendees are expected to conduct themselves in a professional manner and agree to accept responsibility for their actions while at an NCEA event. Please speak with an NCEA staff member if anyone is acting inappropriately at an NCEA event.
- Any individual who is soliciting business in public spaces or is in violation of the event venue’s rules and regulations will be asked to leave immediately.
- Please bring your registration confirmation with you for check-in.
- Attendees will be charged a $25 fee to reproduce any name badge that has been misplaced onsite.
